How Google Ads Appeals Actually Work
A Google Ads appeal letter is the single document that determines whether your suspended account gets reinstated or stays banned. Google's review team processes thousands of appeals daily. They spend approximately 2-3 minutes on each one. Your letter needs to communicate three things in that window: what went wrong, what you fixed, and why it will not happen again.
The google ads appeal letter template below covers the five most common suspension types. Each template follows the structure that Google's review team is trained to evaluate. Copy the relevant template, customize it with your specific details, and submit it through the Google Ads appeal form.
Before writing your appeal, make sure you have actually fixed the underlying issues. Google's team will verify your claims by checking your website and account. Submitting an appeal before making changes wastes your shot and adds a rejection to your account's history. For the full fix process, see our policy violation fix hub.
Where to Submit Your Appeal
Google Ads appeals are submitted through one of these channels:
- In-account appeal link: When you log into your suspended Google Ads account, you will see a banner with an "Appeal" or "Contact Us" button. This is the primary submission method.
- Google Ads Policy Center form: Visit support.google.com/google-ads/contact/pf_suspended if you cannot access your account.
- Google Ads support chat/phone: Available for accounts with a support history. Request a billing or policy specialist.
Do not submit the same appeal through multiple channels. This creates duplicate tickets that slow your review.
Template 1: Circumventing Systems Suspension
This is the hardest suspension to appeal. Your letter must be specific about what happened and demonstrate that you understand the policy. Vague appeals are automatically denied.
Template
Subject: Appeal for Circumventing Systems Suspension — Account [YOUR-ACCOUNT-ID]
Dear Google Ads Policy Team,
I am writing to appeal the suspension of my Google Ads account [YOUR-ACCOUNT-ID] for violation of the Circumventing Systems policy.
What happened: [Choose the applicable scenario and customize]
- Duplicate account scenario: After my original account [ORIGINAL-ACCOUNT-ID] was suspended on [DATE] for [ORIGINAL REASON], I created a new account [NEW-ACCOUNT-ID] on [DATE] to continue advertising my business [BUSINESS-NAME] at [DOMAIN]. I was not aware that creating a new account constitutes circumventing systems under Google's policies.
- Cloaking scenario: My website at [DOMAIN] was serving different content to Google's ad review crawlers than to regular visitors due to [SPECIFIC TECHNICAL REASON — e.g., a caching layer, A/B testing tool, geographic redirect]. I have identified and resolved this discrepancy.
- Third-party scenario: I hired [FREELANCER/AGENCY] to manage my Google Ads, and they created a new account [ACCOUNT-ID] on [DATE] without my knowledge of the policy implications. I take full responsibility for this.
What I have fixed:
- [List every specific action taken — e.g., "I have stopped all advertising on account [NEW-ACCOUNT-ID] and will not use it again"]
- [e.g., "I have removed all conditional rendering code from my website that served different content to bot traffic"]
- [e.g., "I have terminated the relationship with the agency that created the unauthorized account"]
- [e.g., "I have audited all redirect chains and ensured every ad points directly to the final landing page"]
Prevention measures:
I will operate only one Google Ads account ([YOUR-ACCOUNT-ID]) for my business. I have reviewed Google's advertising policies in full and trained all team members with account access on compliance requirements. I will use Google Ads Manager (MCC) accounts for any future agency relationships rather than granting direct access.
Request:
I respectfully request that account [YOUR-ACCOUNT-ID] be reviewed for reinstatement. I have addressed the root cause of the violation and put measures in place to prevent recurrence.
Sincerely, [YOUR NAME] [BUSINESS NAME] [CONTACT EMAIL]

Template 2: Suspicious Payment Activity Suspension
Payment appeals should be factual and evidence-heavy. Attach documentation wherever possible.
Template
Subject: Appeal for Suspicious Payment Activity — Account [YOUR-ACCOUNT-ID]
Dear Google Ads Billing Team,
I am writing to appeal the suspension of my Google Ads account [YOUR-ACCOUNT-ID] for suspicious payment activity.
What triggered the flag: [Choose the applicable scenario and customize]
- Card decline scenario: My credit card ending in [XXXX] was declined on [DATE(S)] due to [REASON — expired card, insufficient funds, bank fraud block]. The repeated declines triggered Google's automated fraud detection.
- Billing mismatch scenario: The name on my payment method ([NAME ON CARD]) did not match my Google Ads account name ([ACCOUNT NAME]). This is because [REASON — personal card used for business account, legal name differs from business name].
- Geographic scenario: I accessed my Google Ads account from [LOCATION/VPN] while my billing address is in [COUNTRY]. I was using a VPN for [REASON] and did not realize this would trigger a geographic mismatch flag.
- Association scenario: My [payment method/IP address/business address] is shared with [EXPLAIN RELATIONSHIP — former employee's account, co-working space, family member]. My business is independently operated.
What I have fixed:
- I have added a new payment method: [CARD TYPE] ending in [XXXX], issued by [BANK], in the name of [NAME MATCHING ACCOUNT]
- I have verified my billing address matches my bank records exactly: [ADDRESS]
- I have [contacted my bank to whitelist Google charges / completed identity verification / cleared my outstanding balance of $XX.XX]
- [Any additional steps specific to your situation]
Supporting documentation attached:
- [Bank statement showing active card status (last 4 digits visible only)]
- [Identity verification confirmation]
- [Bank letter confirming Google charges are whitelisted]
- [Business registration matching account holder name]
Request:
I request that my account be reviewed for reinstatement. All payment information is now current, verified, and consistent with my business records. My outstanding balance has been cleared.
Sincerely, [YOUR NAME] [BUSINESS NAME] [CONTACT EMAIL]

Template 3: Misrepresentation Suspension

Template

Dear Google Ads Policy Team,
I am writing to appeal the suspension of my Google Ads account [YOUR-ACCOUNT-ID] for misrepresentation.

- Business information: [e.g., "Updated my About page with accurate business registration details, physical address, and team information. URL: domain.com/about"]
- Policy pages: [e.g., "Added a comprehensive return policy (domain.com/policies/returns), shipping policy (domain.com/policies/shipping), and updated our privacy policy (domain.com/policies/privacy) with accurate processing times and contact information"]
- Product claims: [e.g., "Removed unverified claims such as 'best in class' and '#1 rated' from product descriptions. All product pages now contain only verifiable specifications"]
- Contact information: [e.g., "Added a working phone number, updated email address, and physical business address to our Contact page (domain.com/contact) and website footer"]

Template 4: Unacceptable Business Practices (UBP) Suspension
UBP appeals require the most evidence. Google is questioning your business legitimacy, so your response must prove it.
Template
Subject: Appeal for Unacceptable Business Practices — Account [YOUR-ACCOUNT-ID]
Dear Google Ads Policy Team,
I am writing to appeal the suspension of my Google Ads account [YOUR-ACCOUNT-ID] for unacceptable business practices.
About my business:
[BUSINESS-NAME] has been operating since [YEAR]. We are a registered [business type] in [JURISDICTION], registration number [NUMBER]. We sell [PRODUCTS/SERVICES] through our website [DOMAIN]. [Add any credibility signals: years in operation, number of customers served, industry memberships, certifications.]
Issues identified and resolved:
- Pricing transparency: [e.g., "Removed all inflated 'compare at' prices that did not reflect genuine previous selling prices. All current pricing reflects the actual selling price with no hidden fees at checkout."]
- Urgency and scarcity elements: [e.g., "Uninstalled the [APP NAME] Shopify app that displayed countdown timers and fake stock counters. Removed all fabricated social proof notifications. Screenshots of the app removal are attached."]
- Product accuracy: [e.g., "Replaced all supplier-provided product photos with photos I took of actual inventory. Updated product descriptions to accurately reflect dimensions, materials, and capabilities."]
- Customer support: [e.g., "Set up a dedicated support email (support@domain.com) monitored daily, added a working phone number to our contact page, and implemented live chat with real agents during business hours."]
- Fulfillment: [e.g., "Updated our shipping policy to accurately reflect 7-10 business day delivery times. Added tracking for all orders. Average fulfillment time over the last 30 days: X days."]
Evidence of legitimate business operations:
- Business registration certificate (attached)
- Customer reviews from [PLATFORM]: [X] positive reviews with an average rating of [X.X]
- Chargeback rate from [PAYMENT PROCESSOR]: [X.X]% (below industry average of 1%)
- Average customer support response time: [X hours]
- Order fulfillment rate over last 90 days: [X]%
Prevention measures:
I have implemented weekly website compliance audits, daily customer support monitoring, and a policy against using any urgency or scarcity marketing tools. All product listings are reviewed for accuracy before publishing.
Request:
I respectfully request that my account be reviewed for reinstatement. I have addressed every issue and can provide additional documentation if needed.
Sincerely, [YOUR NAME] [BUSINESS NAME] [CONTACT EMAIL]

Sincerely, [YOUR NAME] [BUSINESS NAME] [CONTACT EMAIL]
Appeal Writing Rules
These rules apply to every template above. Violating them reduces your chances of reinstatement.
Do
- Be specific. Name exact changes with URLs, dates, and evidence. "I updated my return policy" is weak. "I published a comprehensive return policy at domain.com/policies/returns on March 15, covering 30-day returns, free return shipping, and a 5-7 business day refund timeline" is strong.
- Acknowledge the violation. Do not claim innocence unless you genuinely believe it was a false positive. Google responds better to "I made a mistake and fixed it" than to "I did nothing wrong."
- Attach documentation. Screenshots, business registration, bank statements, and customer reviews all strengthen your case.
- Be concise. Stay under 500 words for the appeal body. Google's reviewers have limited time.
- Use professional language. Write as you would to a business regulator, not to a customer support chat.
Do Not
- Do not be emotional. "This is destroying my business" or "I will lose my house" does not influence the decision. Google's review process is compliance-based, not discretionary.
- Do not threaten. Threatening legal action, media exposure, or regulatory complaints guarantees a denial. These get routed to Google's legal team, not the policy team.
- Do not blame Google. "Your system made a mistake" puts the reviewer in a defensive position. Even if you believe it is a false positive, frame it as "I have reviewed my account and believe the following may have triggered the flag."
- Do not submit duplicate appeals. One appeal per review cycle. Each cycle takes 3-14 business days depending on the suspension type.
- Do not promise future fixes. Google wants evidence of completed fixes, not commitments. If you have not made the changes yet, do not submit the appeal.
After Submission: What to Expect
Here is the typical timeline by suspension type:
| Suspension Type | First Response | Resolution if Approved |
|---|---|---|
| General policy violation | 3-5 business days | Same day as approval |
| Misrepresentation | 5-7 business days | 1-2 days after approval |
| Suspicious payment | 3-7 business days | Same day to 1 day |
| Unacceptable business practices | 7-14 business days | 1-2 days after approval |
| Circumventing systems | 7-14 business days | 1-3 days after approval |
For a complete breakdown of timelines and the order to fix things when multiple Google products are suspended, see our account recovery timeline guide.
If your appeal is denied, do not resubmit the same letter. Read the denial for any specific feedback, make additional changes, and write a new appeal that addresses the denial reasons. For the full appeal strategy, see our Google Ads appeal process guide.
If your Google Merchant Center is also suspended, check our GMC appeal letter templates for separate templates specific to Merchant Center reviews.
